Windows 11 23H2 German / adding EN-US language pack using Settings/Select Time & language/Language stucks in download forever

Hello,on my son's Windows 11 (23H2) PC it is impossible to add the English-US language pack to the primary German language using "Setting/Time & Language/Language".The "language pack" downloads OK but the other packs (including speech recognition and extended speech recognition, text to speech etc.) are hanging at 0% of the download or maximum at about 30-60%. Then nothing happens anymore.Restarting the PC results in "updates are to be installed" for hours - after that process finishes finally the language packet US-EN is still not installed.Removing it and trying again result in the same
