How do I completely remove college admin on my pc?

I have removed and signed out of the account everywhere on my computer, yet it still tries to make me 'change my pin' every so often. I also think it is blocking me from playing certain games and they just won't launch no matter what silly fix i try. I don't want to end up wiping my pc but if that's the only option I'll do it. Any help would be appreciated.
