windows 11 using Google Photos to download HEIC images to a Windows 11 PC. They display fine in Google Photos. SOME, but not all, of these HEIC photos show as

File properties all show up as expected in the properties pane of File Explorer but no preview icon appears, only a grey outline with two blue shaded pyramids and a moon. When I try to open these using Photos no image is displayed but this message shows: “Sorry, Photos can’t open this file because the format is unsupported, or the file is corrupted.” Dozens of other HEIC images open just fine. I have tried downloading these images multiple times. I have tried a group download, and a single download, all with the same results. I have other HEIC photo images that preview in File Exp
