How do I get promoted to administrator?

In real life, I am the administrator on my standalone PC, the only person ever to set it up, install updates or change any settings at all. I today receive the message "This setting is managed by your administrator". How do I become administrator? NB the countless previous responses on Microsoft Community refer to options or folders that don't exist in December 2024.
