Random pop-up that opens and closes in a split second

For the past week or so I keep getting this random application that opens and closes in a split second every 15 minutes or so, and I was able to find the .exe that it was called, which was Licensing Validator Updater/SecurityHealthService.exe. I'm not sure if this is some sort of malware but I have no idea how to stop this from happening because it gets pretty annoying. I've already tried deleting the .exe file but it keeps telling me that the file is open when it never is.
