How to fresh install of windows

Ive recently been having some crashes happening on my pc (Asus Prime b450m-A-ii, Ryzen 5 5500, 3060) and my friend suggested a bios update. So yesterday i updated my bios and it successfully installed, but now i cannot launch into windows. It brings up a screen that says “preparing automatic updates” and freezes with the spinny dots in the same spot every time. Ive tried to boot to a windows 10 bootable usb installer, the windows logo pops up for about 10 seconds, my computer reboots and then freezes with the spinny wheel in the same position as before. Im not sure of my other options, thanks!
