Taskbar not obeying settings

I have my taskbar set to "Show taskbar buttons on" "All taskbars" but after restarting my computer despite showing this setting, the actual behavior follows the "Main taskbar and taskbar where window is open" setting. I must toggle between the two every time I restart to get the desired behavior. I also have my taskbar hidden in desktop mode which seems to contribute to the issue.
