Please can the option to 'never' combine items on the Windows 11 taskbar be fixed so that it uses the whole taskbar?

The option to only combine items when the taskbar is full seems to work properly, and uses the whole taskbar, however, the option to never combine them only uses the left side and leaves the right side of the taskbar empty. Also, on a side note I don't think the option to hide the icons does anything at all, but I don't need that. It's a fairly clean install of: OS Name Microsoft Windows 11 Enterprise; Version 10.0.22631 Build 22631
