windows 10 MS Photos application-why photos in Android phone not import/transfer to laptop hard drive?

I have attempted to import/transfer photos in my Android mobile phone to my laptop hard drive. My use of MS Photos application is my second attempt & another way entirely from my first attempt.There seem to be a number of difficulties with this application. i)After proper USB wire connection, proceeding through the 'import' function, locating the images in my phone, I seem not to be able to find a function that actually instigates a transfer.ii) Still on this procedure, there seems also no function or information/indication of where the photos are meant to go?
