Why does almost all of my GUI randomly become unresponsive?

Sometimes, randomly whenever I am using My PC, Almost all GUI stops working (Taskbar app previews not appearing, google chrome completely unresponsive) and videos I am watching on youtube stop playing, And whenever I try to restart my PC, it is stuck on the restarting logo with the spinning dots. Task manager is also completely blank and all audio stops. How do i stop this from happening and what is causing it?I am using Windows 11 23H216GB RAMRyzen 3 4100GTX 1650
