windows 10 playing an audio file mutes the audio for every application

My win10 PC is fully patched and has several video editors and media players installed. Recently an audio mute condition occurs about 0.5 sec after playing an audio file begins, and that muted condition applies to every other application for any audio file. For example (known investigative data) it starts in video studio 2023, but then affects the Power Director, Media Player, VLC and Audacity applications. Just re-starting the initial or any app won't fix it - needs a PC cold start to clear the condition, until it occurs again.2 screenshots to illustrate file type, timing and properties at
