Stuck on "Create a PIN" in WIndows 11 Pro setup

I just bought a new PC and every time I turn it on and start going through the windows 11 Pro setup it gets stuck on the "Create a PIN" section. I click the "Create a PIN" button and it just sits loading on this screen (screenshot attached). It doesn't even get to where I put in a PIN. I have tried logging in through different microsoft accounts and even creating a new one, but it always has the same problem. What do I do? Thank you!
