Reseting PC to Factory settings but I keep getting a pin screen.

I have an MSI pc and I am trying to factory reset it in order to gift it to my brother. I have chosen Reset this PC, remove all personal files and reinstall windows (both from local boot and cloud).I continue to get the Password/Pin prompt. I thought that security measure was removed once factory reset was initiated. How do I get past that screen so I can ensure a clean machine for my sibling?
