Can't sign into windows, nothing happens when you click login

Windows 11, brand new PC and windows newly installed. Had the main admin login, then tried to add another user. When I tried to click login to the new user nothing happened. After looking up troubleshooting I tried to boot in safe mode, now it happens for both users and I cannot log in at all. Sometimes after clicking sign in for 1 second it shows welcome with loader but then shows lock screen again.Have performed a system restore but the same problem keeps happening. Have also tried to repair PC but says it doesn't work. Also tried to reset the PC but also says it doesn't work.
