I can't reset my PC and PC won't recognize USB Flasb drive!

My pc OS has been acting up a lot lately. I wanted to reset it but it doesn't let me, it says no changes were made. Now I'm trying to reset it while using a USB Flash drive since that's the only way, but my PC is not recognizing the USB Flash drive!
