Using Windows 11 Installation Assistant to upgrade from W10 instead of USB stick W11 rebuild causes computers to be unable to join WiFi.

work environment, domain joined devices. Radius server for WiFi. EAP-TLS. Tried manually setting server and end user workstations to TLS 1.2 as the server was running 1.3 no luck. I usually have to hard wire computer in to Internal LAN, then manually add the 802.1x cert to MMC, and computer connects to Internal WiFi after no problem. Now I started upgrading computer to W11 and noticed those computers are not able to connect to Internal WiFi with the radius certificate, only guest wifi with no cert. I am able to add the certificate in MMC but when I go to connect to wifi, the cert does not show
