can I run Windows 11 with no Internet connection?

Can I successfully run Windows 11 with no Internet connection?I am running a closed in-house Ethernet Network (no Internet connection) at a non-profit Food Pantry. Prior to this time there have been 3 Windows 10 PC's on this closed Network. We have recently had to replace one PC with a Windows 11 laptop. We find that it slows down greatly for no apparent reason. Often rebooting it speeds it back up, but then is slows down again over an hour or so of use.Any ideas of what is going on or how to remedy it?
