My system will randomly freeze and make a loud buzz. What do I do?

I've tried reinstalling windows, reconnecting the RAM, connections for graphics card and other connections. It typically only happens when watching streaming services like youtube or netflix, but never happens while gaming. No errors come up and I don't know what to do from here.
