Cannot pin Excel workbook to taskbar icon

I used to see a list of pinned and not pinned files with a right click on the Excel icon pinned to my taskbar. That no longer happens. And now, after consulting all online fixes, I cannot pin an Excel workbook to the taskbar icon. Running Windows 11 with all the latest updates. If I drag the file icon to the Excel icon it shows as not possible (screenshot below). If I right click the Excel icon on the Start button there is no list of recent files. I have checked all settings including advanced and the options to display recent files etc. are all enabled.
