file explorer popup panel extends out of explorer window

this is the issue i have. the popup above the window so i have to redrag it to smaller size as i cant access all options in fullscreen mode. it started out of the blue last week. what can be done? maybe clearing data/reinstalling file explorer could help but i dont know how to do it safely. please, any help would be appreciated.
