windows 10 I have just set up a new PC and have transferred my old keyboard to the new PC. Some of the keys are now not producing the correct characters

For example, the key that normally produces ' & when shifted produces " now produces ' & @. Likewise, normally backslash & pipe produces # & ~ (the backslash & pipe symbols have disappeared). As well, 3 & # give me 3 & £ and ` & ~ gives ` & ¬.I have tried Power Toys and Sharpkeys but these won't work because the map both normal and shifted characters.I have also swapped keyboards and the problem remains with the PC.I would appreciate any insights or solution to this.
