windows 11 Recovery phone number is old

My recovery phone number when trying to sign in to security is old. It is not the one associated with my account. The old number ends in 0409, then new number, which is listed on the account page, ends in 5450. How can I access the security page to add a recovery email or PIN when Microsoft wont update my recovery phone number.
