If i delete downloads folder files will it delete all the files that i have saved to that location??

Basically i want to clean up my downloads folder since it uses 88GB of storage but i have MANY files saved to downloads. but many of my shortcuts or games have been downloaded to the downloads folder should i delete the downloads file contents or just keep it altogether??
