windows 11 Win11 Firewall rules changing by themselves, from nonchecked, to non-existant rule, etc.

I'm using Windows 11 and the firewall rules have been changing by themselve often. I can leave everything as it is, check back an hour later and privately checked without public rules go to public. If i install some software (such as steam especially) the steam client and its helepr automatically go to public. I dont have steam installed now, and have been monitoring the issue. Now I a new item which is greyed out is set to private and public rules checked. Before this , this item did not exist, as there were no public rules checked at all in the list.
