windows 10 Whenver I try to turn on my laptop it boots then a black screen appears starts blinking, how do I access my laptop?

When I try to turn on my laptop it first boots normally then sign in screen appears (as it should) but it doesn't respond to anything and after 2-5 seconds a black screen appears on which there's current date and time written at bottom left. This screen sort of blinks and after every 1 sec other black screen appears on which there's shutdown, wifi and language button at bottom right.Imagine these screen blinking between each other every 1 sec.This/these screen doesn't respond to any commands from either keyword or mouse (yes cursor also appears on screen), even when I try to turn my laptop off
