Why is my computer so messed up?

So yesterday my computer's start menu stopped working so I decided to just restart my computer to see if that would help. It in fact did not help, then my settings app wouldn't open and I can't run anything as administrator. So I reset my computer earlier and it's still happening. Any recommendations on what I can do?
