Mac Pro early 2009 no boot and red ligths in cpu board

Hi

 

I have a mac pro 2009 4.1-5.1 8 cores, I try to boot and it turns off instantly, at the same time red lights turn on on the cpu board and the fans speed up.Does anyone know what is going on?
