System wide stutter every few seconds

I seem to be having an issue where my whole computer has a stutter every few seconds. I've attached a video showing the stutter just from moving around a finder window.

 

Things I've tried:

 

-Fresh install macos big sur on a separate sata ssd. (running macos monterey on sm951 drive using generic pcie adapter before)

-updating opencore (0.7.9 -> 0.8.0)

-turn off hardware accel in chrome to compare if video stutters still (it did)

 

not sure if I remember this happening before or if it was an...
