Facebook tracking disabled but still clearly tracking my safari activity, how do I stop this!

IPhone 11 Pro, iOS 15.6…

 

So I’ve got tracking turned off by default and turned off for every app I use however I’ve noticed Facebook and Instagram show me ‘relevant’ adds based on recent safari browsing.

 

I thought this was stopped with the privacy tracking feature?

 

Have I misunderstood or are Facebook cheating the system here?
