Does deleting locally stored messages and media delete them from icloud if you aren't logged into the corresponding Apple ID?

About a year ago, my dad gave me his old Ipad Air 2. I logged him out, signed into my account, downloaded a few apps, and didn't use it until just now. I looked at the storage and realized his old messages and media were still on it, bloating the storage space. I did some light research and it said that if you delete them locally, it deletes them from the cloud as well, but would that still be true even if the account on the ipad isn't his?
