Windows XP SP3 handles Daylight Savings Time end incorrectly?

This morning (Sunday, 10/26/2008) when I got up and rebooted my 3 computers,

the 2 that are at SP2 say, correctly, that they are on Eastern Daylight Time.

The one running SP3 says it is on Eastern Standard Time. All three are

configured the same way - (GMT - 5:00) Eastern Time (US & Canada) and

Automatically adjust clock for daylight saving changes.

 

Is there a bug in the SP3 code? How can I fix this?

I'm not running SP3, so I don't know. Did you run the DST updates for

Windows XP when they came out, on all three computers?

Don't think its SP3, I have SP3 and mine shows EDT right now.

I believe this is expected behavior for the earlier *beta* version of

SP3. From Shashank Bansal:

 

"Our current plan is not to integrate the time zone package with SP3,

but instead release a new updated update to windows update. the new

package would be installable on SP3."

Well, I don't think I have the SP3 beta. Due to various problems, I had to

reinstall this computer back in May. I did the SP3 update on May 8, 2008.

Granted, I have not done updates since then, but don't know what, if any, fix

in the interim would have fixed this problem. Do you have a specific fix

number for this? I will probably go to the library to do an update tomorrow.

At home, with dial-up, this is just too painful.

I ran the DST updates on all three machines back in 2007. However, in May

2008, I had to reinstall the machine having the problem. This put this

system back to its initial state in 2006. Upon doing a Windows Update after

this reinstall is when SP3 went on. Is there another fix I would need? If

so, can you provide a link? Thanks.

I have found the Daylight Saving Time Help and Support Center for home users

at http://support.microsoft.com/gp/dst_hu1, but the OS choices only go up to

XP Service Pack 2. I am loath to download the fix onto a Service Pack 3

system unless I am told that this will indeed NOT screw my SP3 system

entirely. Can you give any guidance in this respect? Thanks.

Assuming your time, date, *and* time zone settings are all correct and the

DST option is enabled, CrystalBall© sez...

 

Updates are not installed successfully from Windows Update, from Microsoft

Update, or by using Automatic Updates after you perform a new Windows XP

installation or you repair a Windows XP installation

Do Methods 1 and or 2, as needed, then go to

http://windowsupdate.microsoft.com | select CUSTOM and scan | Install any

critical security updates and DST-related updates offered.

 

NB: If IE7 is not installed, I would NOT recommend installing it via Windows

Update. If IE7 is installed and a Root Certificates update is listed in the

Optional Updates category, install it to take full advantage of IE7's

enhanced security.

Well, I DO have SP3, and my PC is off by an hour.

 

There is supposedly a fix at http://support.microsoft.com/kb/951072, which

was released

 

I downloaded the file and when I try to install it, I am told that "Update

cannot be installed as a newer or same timezone update has already been

installed on the system.

 

Microsoft, in its own inimitable jargon has this to say:

 

"Note When you apply this update, you may receive the following message:

Update cannot be installed as a newer or same time zone update has already

been installed on the system.

This message indicates that you have already applied the correct update or

that Windows Updates or Microsoft Update has automatically installed this

update. No additional action is required to update the Windows operating

system software.

 

The update that this article describes is also supported by Windows XP

Service Pack 3 (SP3).

 

Note This update is not included in Windows XP SP3. If you have already

applied Windows XP SP2, and you then apply Windows XP SP3, you do not have

to reapply this update. If you have not applied Windows XP SP2, and then you

apply Windows SP3, you must apply this update after you apply Windows XP

SP3."

 

I might just set the time manually and deselect the tick mark in the box

that says: "Automatically synchronize with an Internet time server" until

next Sunday.

 

I wonder if this is still going to be a problem when we go back on Daylight

savings Time next Spring.

I decided to run the Daylight Savings Time tool at

http://support.microsoft.com/gp/dst_hu1 to see if that helped. Even though I

have SP3, I selected the option to install the one for XP SP2, as after

reading through other stuff in the knowledge base it appears that the update

should only affect some time zone entries in the registry. It did work. I

think my problem was that I had to rebuild my system after some previous

problems and went directly from SP1 to SP3. SP3 evidently does not include

the time zone changes (neither did SP2 for that matter). So, you have to

apply this change to your system. Perhaps you had a similar situation. As I

said, in any case the utility worked and I am now officially on DST!

The only thing I can suggest is to read through the links that PA Bear

supplied earlier in this thread. It deals with not being able to do

additional updates in an environment such as you and I have - having done a

reinstall pre-SP3 then doing the SP3 update. I have not yet done this, so

have no feedback.

 

Why the DST update worked on my system but not on yours? I have no clue

other than what I said in the previous paragraph. Not being at all a Windows

expert, I can supply no further guidance. Good luck!

This computer came with SP2, which I upgraded to SP3 in May.

 

About a month ago, I did a Windows Repair install using the SP2 CD that came

with the machine. At that point I was back to SP2 so I re-installed SP3.

 

I just downloaded the DST patch from the link you provided.

 

As it turns out, it is the same file that I had downloaded from

http://support.microsoft.com/kb/951072. However, I did download the file

from your link and tried running it. I received the same message as

yesterday: ""Update cannot be installed as a newer or same timezone update

has already been

installed on the system."

I have SP3 and this past Sunday daylight savings time kicked in and XP

recognized it and changed the clock.

After I did the repair install, I did have to re-register certain DLLs as

Window Updates again.

 

I just went to the Windows Update site and performed a Custom scan; there

were no updates related to DST that were offered.

 

At this point, I think I'll just wait until the official end of DST this

coming Sunday and worry about DST again in March 2009. :-)
