Having trouble understanding iCloud backup of WhatsApp vs in-app backup.

I buy iCloud storage and have WhatsApp turned on in iCloud backup. It shows it's taking up 15gb which is the same amount as WhatsApp itself takes up on my phone storage.

 

However, in the WhatsApp app's settings, it says that it hasn't backed up in over a year, due to lack of phone storage. I only have like 1gb left of phone storage and obviously not enough to backup through the app.

 

Can someone explain this to me please? Do both have to be turned on? Is one more reliable than the other? I'm worried that the previous 14 months of my WhatsApp data isn't backed up.
