Trouble When Inserting/Saving Photos And Videos In A Few Apps

i was wondering if anybody had this problem? i have been getting an error (or save failed) message whenever I try to save a picture or video,mostly from discord,IbisPaint X,and CapCut:

 

on discord when I tried to save a picture it shows me this ‘save failed please check your system network and privacy settings for the photos app’ message.

 

on IbisPaint X I couldn’t insert a photo without getting a ‘Error couldn’t access to the photo library. Please permit the access of the Ibispaint X on “privacy” > “photos” in the ”settings” app.’ Message.

and on CapCut it's ‘CapCut requires access to all albums for editing and saving videos.’

 

And always it's the photos app,I have checked all permissions for it there in the settings app and it still gives me these messages,did anyone figure out a way to fix this?

 

i'm on iPadOS 16.4.1 (so far I had deleted apps that take up a lot of storage and duplicate pictures.)
