It will display banners, play a sound, show on Lock Screen and Notification Centre, just not badges. Badges show on other apps, like WhatsApp. It used to work, but this started happening ages ago, and has persisted through several upgrades of IOS. I am currently on 18.1. iPhone 13. I have notifications “allowed”, and badges turned on. I haven’t got any focuses running. Low power mode is not running.
