Mac mini m4 and Macbook air m1 Universal Control Issue

I've Mac mini m4 , Macbook air m1 and ipad 10th gen

When I go to displays in mac mini m4 Link to keyboard option only appears for my iPad while MacBook options shows only under the extend your screen

 

How can I fix it

I want to just link keyboard and mouse to MacBook air m1
