Can’t invite another iOS number to Family or Shared Albums

On my device, it looks as if the invite to join the Family on iCloud has gone through. When I pick up my father’s phone, however, there is no invite there. I tried to do it more than once, on different networks. Few weeks later, I tried inviting his number to a Shared Album, and this time an error message appeared (the invite “failed”). Is this some crazy privacy setting my father unknowingly set up? I don’t think I’m doing anything wrong on my side, because every time I invited his number, I also invited my mum’s, but hers went through without a problem.
