Voice Memo app can't be deleted and freezes my phone until I force restart

I am having issues with Apple's Voice Memo app on my iphone 11pro, running ios 17.7 (although this has been going on since I was on ios15 at least). At first the app started malfunctioning and freezing about 15 seconds into recording which was extremely annoying because as a musician I often need a quick recoring app. I eventually found a third party app that is a tuner as well as a recorder and I forgot about my VM app removing it from my home screen.

 

Still, since a few months ago, every time I try to even open the VM app (to see my previous recordings) I get a frozen white screen. Even if I manage to get back to home screen no other app will open. I have to force restart my phone. The same thing happens when I try to *delete* the app. At this point I'm just sick of it taking up space and I am ready to let go of the existing recordings but I can't even get rid of it???

 

Is there anyone else with a similar issue and is there any solution to this beside going to the store to get it fixed? I'm scared to take it there because I really like my 11pro and I think they might say it's unfixable and they'd try to get me to buy a new phone (or, as they have done before with my 1st gen SE, replace it with another phone of the same model which turned out to be even more broken than the original)

 

TLDR: Voice Memo makes my whole phone freeze, can't even delete the app, have to force restart every time to fix the frozen white screen. Help?
