apple balance & billing issues

for a REALLY long time ive had the issue with downloadinf apps (EVEN FREE ONES!) it says "billing issue" and makes me log into wallet. the issue is, i removed that payment method and stupidly added $15 apple balance, which still didn't work.

 

i NEED to remove that balance because i cant change my region, or fix my billing if i have $15 there, i dont care if i lose the money i am on the verge of crashing out over this

 

my stupid account has been fucking up my billing for over 3 years, and i cant use a seperate apple ID bc i have screentime on my shit, PLEASE help oh my god

 

i moved countrys australia -> peru which makes it so much harder because i have to read apple support in spanish and i dont wanna talk to support in spanish cuz i suck at it

 

TLDR: how do i remove my balance, cant talk to apple support bc i cant speak spanish
