Why is iCloud insisting I don’t have enough storage for backup?

I have my photos and so much shut off. Do I not understand something about iCloud backups? Shouldn’t it barely have anything to back up? I’m trying to backup with iCloud to load it onto a new phone (the device transfer isn’t working as my old phone keeps canceling it). Naturally I’m struggling now with iCloud .
