Windows XP SP3 and 2003 Server handles DST incorrectly

Last Sunday (10/26/2008) all my Windows XP SP3 and Windows 2003 Server SP2

got their date changed back one hour. Any idea why? How do I repair this

problem? I've already read and gone through the following thread and it's not

working for me.

When I apply the patch to both 2003 sever or XP SP3, I got the following

error:

 

Update cannot be installed as a newer or same timezone update has already

been installed on the system

 

 

Any help is much appreciated.

You could try installing the following two hotfixes and see if they

help:

http://support.microsoft.com/kb/957201

http://support.microsoft.com/kb/951531

 

Click "View and request hotfix downloads", follow the instructions.

Let me know how it goes.

Thanks for the help. I needed for GMT -6. Will those two hotfixes fix my GMT -

6 time zone?

Both fixes gave this error on Server 2003 and Windows XP?

Yes. Open windows explorer and search the C:\Windows folder and look

for file tzchange.exe, it should show up in \Windows\system32, and

have a date of 9/8/2008. Right click it, choose properties and check

the version info. The most current version is 5.1.2600.5671. What does

your show?

 

Do the same search procedure for w32time.dll. It'll be in

\Windows\System32, a date of 7/4/2008, and version of 5.1.2600.5635.

 

Is this correct for you as well?

install the patch, and got the same error message that you did. Please see

I've more or less given up trying to fix this and just will wait until this

coming Sunday when DST officially ends here in the USA.

I'm having the exact same problem as jhTommy. Please see my earlier post at

My tzchange.exe is version 5.1.2600.5640 and is dated 7/11/08.

 

My w32time.dll is version 5.1.2600.5512 and is dated 4/14/08.

 

Yet, when I download WindowsXP-KB951072-v2-x86-ENU.exe and try to install

it, like the OP I receive the message: " Update cannot be installed as a

newer or same timezone update has already been installed on the system."

Are you running these updates as the Admin account? Try to run those

updates again in Safe Mode. There's no way it should be kicking back

an error message that you have a newer version installed because you

can't possibly have a newer version installed. Something else is wrong

with your computer if that is happening.

Something else is wrong with your PC then. There's no way this

behavior is normal or should be happening.

 

Try installing the updated version of Windows Installer 4.5 (XP

version is 3.1), reboot, and try the patches again.

I had been running the Time Zone update from my own account, which has admin

privileges.

 

Just now, I logged into the built-in Admin account in Safe Mode and tried

running it. I received the same error message: " Update cannot be installed

as a newer or same timezone update has already been installed on the

system."

Sorry but something must be seriously wrong with your computer. I

guess you could always try and manually install the files. Run the

patch and at the screen where it would say Next>, open Windows

Explorer and look at you C: drive. Look for a folder called

253jh45gjh23453h254gh45hj43 or some such name, look inside for an

SP3QFE folder, locate the tzchange.exe file inside and copy it

somewhere safe like Desktop. Do this same procedure for the other

patch, copy the w32time.dll to Desktop as well.

 

Go to \Windows\System32 and find the old tzchange.exe and w32time.dll

and copy them somewhere safe, NOT to Desktop. Now, copy the

w32time.dll and tzchange.exe from Desktop to \Windows\System32 and

overwrite what's there. It should let you overwrite. You may have to

copy win32time.dll to \Windows\dllcache as well or if you try and

overwrite w32time in \System32 Windows may try to replace it with what

IT thinks it needs. Beyond this, I don't know what else to tell you.

Okay, I downloaded and installed Windows Installer 4.5, rebooted, and tried

the Time Zone patch again.

 

I'm still getting that same error message.
