I’m trying to change App Store region, but it makes me put in a credit card, how do I just make it not require credit card?

I received this message on my Turkish Apple Account, “Billing Problem: The payment card you entered is not valid in Türkiye. Please provide a valid payment card for Türkiye.”

 

Any ideas on how to bypass this?
