Safari settings question

Okay let’s say on quick search I search up oranges it opens a tab I exit out the app. Then I go to quick search and now search up apples; safari doesn’t open new tab but instead replaces the oranges tab to apples tab. My open links settings is set to open new tabs. I’m on the latest iOS update 15 PM.
