Certain Messages Only Showing on MacBook and not iPhone - Solutions Not Working

I'm having an issue that I've researched a bit, and all of the solutions are settings that I appear to have set correctly. When my kids send me messages from their iPads, they go to my MacBook but not my iPhone. Other messages, like texts from my wife's iPhone go to both my MacBook and my iPhone.

 

On my MacBook I have:

Enabled Messages in iCloud

I have forwarding on for my Cell # and my email address

 

On my iPhone I have:

Messages in iCloud enabled

 

When I hit "Sync Now" in my iPhone, it's not pulling in the Messages from the iPads that I have received on my MacBook

 

Not sure what else to try? I'm sure there's something I'm missing somewhere but not sure what it could be.
