Ransomware crytowall 3.0 virus?

I am about to take my computer back to the factory setting because I have tried everything I can think of to get rid of this virus. It is showing on my laptop desktop this below saying I have decrypt files and says for me to get rid of them I will need to purchase from them $X amount of money. I am NOT going to do this!

 

 

I have googled and it says my computer take back to safe mode and run my anti-virus programs. Well, I have ran all of these programs: SUPERAntiSpyware, Malwarebytes, Norton Power Eraser, and CCleaner. I have the McFee Security running ALL the time but the ransomware is still there.

 

Do anyone one out there no how to get rid of this without me taking it back to factory settings and hopefully will be a free program since I do not have money to spend.
