Cortana settings missing in Windows 10 Pro 64 bit version 1803 build 17134.254

Hello.

 

I don't have the "Respond when anyone says "Hey Cortana" or "Try to respond only to me" settings in the Talk to Cortana settings. I just realized that I don't think I have ever had these settings since installing a fresh copy

of Windows 10 Pro 1709 last March. I upgraded to version 1803 in April.
