execute command or batch before windows 7 boot

Hello,

 

Can I execute Command or bat file before windows 7 boot (before booting screen)?

 

 

if possible, how I do that ?

 

the reason that we need to Depreciate 100s of computer devices, we need to remove[format] OS and applications securely from hard drives!, we can't boot from DVD or PXE each time to format all devices.
