Built-in start menu tiles won't go away

Win10 Pro not on a domain. Just trying to unpin tiles for games, weather, xbox, etc. I have to set up a lot of these and usually just r-click and unpin works but sometimes it gets stubborn and the tiles I delete come back. Sometimes within seconds, sometimes

just next time I pop-up the start menu or next time I boot. Not looking for anything tricky like a policy to change this, just want win to do what it should. Found lots of threads similar but not the same, about user pinned things or wanting a policy to push

on a domain. Nope, these are just the built-in tiles that on a few random systems won't go away. It's an admin login. Win is activated. What can I do? Thanks.
