Shortcuts copied to C:\Users\Public\Desktop only show up for standard users if "show hidden files and folders" is selected.

We recently started a major push to get migrated to Windows 10. We're about a quarter of the way done, with about 750 machines now running 10.

Unfortunately, I just uncovered an odd problem while trying to copy a simple web shortcut to the public desktop, which is that it won't show up on the user's desktop unless "show hidden files and folders" is selected in view options.

It went out to Windows 7 and 10 users alike, and works just fine for Windows 7 users. In fact, in cases where people have both a 7 and a 10 workstation, it works on 7 and not on 10.

I've poured over Group Policy, and don't see anything that seems to relate to this. Is there some change in how objects get redirected to the users desktop in Windows 10?
