Reimage repair?

I have a Surface Book 2 and recently have been constantly receiving the following messages about explorer.exe. I went online to see if I could fix this myself and ended up downloading software from https://www.reimageplus.com/. My questions are as follows:

 

 

1) Why am I getting this message and what can I do about it?

 

2) Is 'reimageplus' safe?

 

3) If not, how do I install it?
