Changing the capitalization of a filename doesn't work!!!

When renaming a file, changing the capitalization doesn't do anything e.g. if the file's name is "ABC.txt" and I change to to "abc.txt" it doesn't work, although if I hit F2 again is shows "abc.txt" not "ABC.txt". This is a subtle bug but it's annoying.

 

Any Ideas how to report this bug to microsoft?

 

I'm using Windows 7 Professional
